Sure looked like hopes to me... and hopes are a lot closer to 'wishes' than they are to 'opinions':

"...IF we can get Iraq stable, and Iran pushes towards a less radical stance, as it's people seem to be wanting, and THEY become more stable, and the dang environmentalists quit worrying about their view from their ocean front homes, and we can get our own drilling program on track."
