That was the policy he was forced to take. That is not at the root of his belief system. He had no character and thus did what was politically correct.

he had to do something or he would have no legacy. He cut defense to help balance the budget. He may or may not have understood or really believed in free trade.

No one can ever really know what a liar like mr. bill stands for. It usually what he thinks will make him feel good.
