There is only one nation which can make NK heel and that's China. However, they are propping NK's cruel govt and enabling them to continue their nuke program and spread missile and nuclear technology to other nations - some of whom are hostile to us. NK is developing nukes because they have nothing else to sell on the world market. We need to develop means of exercising leverage on China. Get them to play ball with us on NK or pay a price they don't want to. Not sure how exactly how to do that. But that's the answer.
