Posters can easily mask their identity.

For dial-up users, it is very difficult to tell. You might be able to tell what city they are in. Or not. For many nation-wide ISPs, the packets will appear to originate from some regional or national center, rather than the user's home town.

Further, if the ISP uses proxy servers (as does AOL) the user is another step removed. All Bob would know is that the posts are coming in from AOL's proxy server.

Additionally, there are commercial and non-commercial third-party proxy servers that can be used specifically to mask one's identity.

So, the answer is "no". Bob can't tell if two IDs are aliases of each other.
