The same reason that STX doesn't aim for 100%--even if you do it efficiently "now", you won't do it efficiently the next year or the year after. It creates competition for your inhouse supply. And you can continually have a real life check on costs. And you can have a second source in case your in house supply can't meet all of your needs at some point.

No one in their right mind will want to produce something as complicated and that changes as quickly as heads 100% in house, IMHO.
