Thats is news item which rings true and unbiased.
Saddam thought we would not or could not take Baghdad ? That explains a lot , why he did not leave the country- the billion in cash stored away, and the capture of so many in the "deck of cards" in and around Baghdad.
And hiis typical miss-judgement in Military matters.
. Bio-weapons would have been useless in the cities, kill many more unprotected civilians or his own troops than the enemy More of a Terrorist weapon to be used outside the country, a big threat when our troops were bunched in Kuwait or stopped by one of his ringed defenses .He tried to shoot 20 or more missiles down there, but apparently no bios.
But he was a major threat, if providing bio or chem weapons to Terrorists, or the knowledge to make them.
Probably realized nukes were the "weapon of choice" for his planned Kingdom and was trying hard to develop delivery missiles as the UN inspectors found out.
Looks as though the UN Inspections slowed down his progress on the warheads and I would suspect he was planning underground facilities for their manufacture, or perhaps decided he could make faster progress by purchasing them from a nuclear power or from a black market in a disorganized Russia.
The final report on Wmd's in Iraq will provide fascinating details of just what progress was made on these systems, and perhaps Saddam himself, and his goals, was the biggest WMD treat of all. Because he refused to stop seeking power
