Why aren't we doing this? It will cost less than what we spend in Iraq in a few days. Of course, there is not much profit in it. Is this it??? You can make a "Profit" doing it any way, KL. That is not the problem. We are just dealing with the normal inertia of setting up and running a large Bureaucracy, staffed and run by Iraqis, in Iraq. You expect too much too soon. The only large Bureaucracy that can move at more than a snails pace is the Military.
