It is pretty clear that they had orders to attack. It is pretty clear that capturing Saddam or his sons alive will lead to all sorts of nasty side effects. It is pretty clear that we already tried many times to assassinate Saddam, only using bombs.

I do not disagree with the policy, but it does force commanders in the field to lie.
