The theme of an American Imperium similar to the Roman Empire, has a long history. Remember reading "The Coming Caesars" in the '50s.

It cannot administer its conquests because it is so ideologically opposed to the government effort

There is more than a touch of irony, that an Admin that was opposed to "nation building", and chided that effort from others, is now embarked on that very path.

Since the "Hegemon Plan" was formulated in Bush I, an obvious "what-if" question arises. If Bush Sr. had won in '92, and the "Plan" implemented soon thereafter, would it's chances of success have been better? Without the military "draw down", that occurred during the '90s, and with the power of a robust economy, maybe.
