<Sometimes, things really cannot be made public without destroying all the efforts.> Then, you don't really believe in the whole concept of government by the "consent of the governed". For you, it's OK to manipulate the public, create a fantasy in the electorate's minds, a fantasy that has nil relation to the truth, because you trust those who are doing the manipulating, the elites with all power and all knowledge, to "do the right thing". I could post endless quotes, from the American Founding Fathers, explicitly warning against exactly this trust in elites, warning against this secrecy. It is incompatible with democracy.
