He's right, that we didn't have a UN Mandate for Regime Change in 1991. Whether that's relevant, is another question.

My guess is, few people in Washington thought Saddam could survive the overwhelming defeat in 1991, especially after the equally futile war on Iran. Bush41 probably thought he'd get Regime Change, without U.S. troops going to Baghdad.

And, you're right, about me being against Regime Change, or even Restoration of Emirs, in 1991. As a disciple of Kant, I'd leave every nation to sort out its own messes, and only honor mutual defense treaties with liberal democratic nations. What was wrong, was encouraging the revolt, and then abandoning it.
