Like all smaller countries, they have issues dealing with multinational companies, but it is a funny joke to call them foreign dominated.

Issues? Try Foreign owned companies being responsible for 13% of Vietnam's GDP, 35% of industrial output, and 25% of total tax revenues...

That's a WHOLE LOT OF PULL multi-nationals have over that government. Screw with them and they'll pull out for some other developing country, as they probably did before coming to Vietnam. Malaysia proved a great example of this several years ago when there was tremendous capital flight.

The Vietnamese government itself recently estimated that light-fingered bureaucrats cream off at least 20% of infrastructure spending. At the National Assembly in July, the prime minister, the speaker, and the secretary-general of the Communist Party all identified corruption as one of the government's main challenges.
