4 percent is a very strong growth rate, and 3 percent inflation is not modest, it is practically nonexistent.

That ain't 'modest' (except by late '90s standards), but let's plug it in to the list of choices:

1) Deflation
2) Continued disinflation (& historic median growth)
3) "Muddle through" economy (low growth, high debt, continued jobs weakness, neither inflation nor deflation)
4) Strong growth (3 - 4%), low and stable inflation
5) Robust real growth rates, modest inflation
6) Inflationary growth (initially strong growth, and rising inflation)
7) Return of Stagflation (slow growth, high inflation)
