It implies retribution.

It means exactly what the words denote, don't do it. "Dare" implies not retribution but that if one did take that step then it would be a reckless, ill-thought-out one.

If you call the risk of possible punishment for obstruction of justice "retribution," then I wonder about your sense of the law.

Now let's get back to Block Trading. That was Cyber's biggest partner until it realized the money was in commissions, not licensing fees. Block committed a myriad of violations. Don't you find it interesting that Philip Berber would hire employees from such a notorious firm? Now why would he do that? Maybe their resume at Block impressed him?
