As close as I can figure, voxfux is a third degree wingnut who learned English at a driving school for truckers.... but he hits the nail on the head more often than he misses, in spite of his obvious handicaps.

False. You and the Don simply prove what fools you are by making such statements. Such a grant by Congress would be unconstitutional and would be ruled such by the Supreme Court.
