Establishing a parliament where there could even be liberals and independents is more than a fig leaf. But the main point is that we cannot, of course, control everyone, we can only encourage movement in an appropriate direction. Afghanistan and Iraq are unique in that we had reason to overthrow the regimes, and thus a particular stake in their successors.

Most of the leaders of the various communities have participated in the Council. I doubt they are regarded as Quislings by the average Iraqi, however the Ba'athists might feel.

There is a committee to draft a constitution in Iraq. It is likely to be done before a year is out.

If most decisions are to be made by the Iraqi council, regardless of reserved veto power, it is not a military government.

You must exhibit a little more perspective and patience.......
