Jimmy Hoffa did not exist.
Every MIA still unaccounted for, never existed.
etc., etc.

Not so sound logic if you ask me Noel.

That's like saying "your aunt could be your uncle, if she could grow testicles".

Making "weapons-grade fissile material" is the tough part of making nukes. Any 1940s era machinist can open up an encyclopedia and make a stab at machining the bomb casing and packing it with explosives. It could easily be done in a garage shop anywhere in the world. Okay, it helps to get those nice high speed initiators, but they're also 1940s technology that is widely available and, in addition, can be partly replaced with more modern circuitry.
