The economy was clearly in decline as shrub took office because everybody knew that he was a threat to the economy.
You don't wait for a hurricane to make landfall on your doorstep before getting out of town. As soon as the forecast says, "It's coming our way", head for the hills.
The 3 months from election time to taking office was plenty of time for everyone to see the hurricane coming.

Bush inherited one of the shortest and mildest recessions in history yet federal revenue has fallen for three straight years under him even though the economy has been growing most of that time. That hasn't happened since the Great Depression and the economy wasn't growing then.

Bush has presided over an unprecedented amount of job losses for a growing economy as well.

You can hardly blame a president for the business cycle, but by virtually any standard, this economy, this recovery is severely under performing.

March 2001 the recession begins. Now who was in office and in the midst of destroying consumer confidence with massive revenue giveaways to the rich?
Oh yeah!, that guy the Supreme Court installed, Someone Junior.

Yep, that's when the decline started, and the economy is still miserable.
