Iraq is broke

Iraq has outstanding debts in the neighborhood of 270 billion dollars, this includes bilateral debt, payments under the Oil for Food program, reparations for the Gulf War and thousands of grievances filed against the regime by entities all over the world. Iraq has the lowest cost of production in the world, around 1 dollar a barrel and they have vast reserves, they are still broke.

I am guessing they were trying to save some money. I am not sure the United States will want to supply the best tech to Iraq. I have an old cell phone I will donate to Iraq, it's old but it works.
