How about an option on which of the Bush Cabal will got to prison first, and for how long? There'd be massive participation in that. LOL! That would certainly meet the intelligenc-gathering goal of DODs death pool: "to encourage development of inside intelligence that isn't easily obtained in other ways" Can you imagine, a whistleblower buys herself a large put option on Bush's reign, then puts out evidence of massive criminality. It would pay to tell the truth, for a change. Even better than a book deal.
