i think it is a good idea also...(theoretically at least and far too intelligently pragmatic to ever win political approval)

wasnt there an unusual amount of put buying on airlines (notably AA) right before 9/11?

but i also agree with your analysis of the "rub"....however...do not speculators monitor unusual activity in the futures market trade off of these signals?

so even though their guesses aren't based on a sound knowledge base as an "insider" they are in fact studying carefully what may look like "insider" trading patterns...

just speculating here <vbg>

LPS: ethical and brilliant. Having not examined the contract details, I would suggest two separate contracts: one strictly limited to the intelligence community and/or government agents and one for the public, including overseas investors -- these contracts could be analyzed for divergence, momentum, etc.
