2:41PM ICST upped to Buy from Hold at Legg Mason 26.70 --- Update -- Legg Mason upgrading Integrated Circuit (ICST) to Buy from Hold. With ICST suffering from speculation and seasonal uncertainty, the stock has declined to a point that firm believes has become highly attractive. At less than 25x firm's CY04 EPS estimate, ICST is trading about ten full points below the multiple of many of its peers, and at the absolute bottom of firm's semiconductor universe. Firm sets a price tgt of $35.
