We're just being prepared for what they want to do in the U.S. General Ashcroft has already declared the streets of the US to be "a war zone". No one in the administration disputed him. Officially declaring America a "war zone" is the step needed to convince American troops to act under martial law, shoot first, ask question later, kidnapping, secret tribunals. To do this in time to prevent the '04 election means they'll have to act fast and get the prison camps ready.
