Jake, During the 90s, most people saw their homes appreciate in value very dramatically. When interest rates dropped after the Bush recession, these people were able to refinance to lower rates and take cash out of their equity. This enabled them to continue with their same rate of consumer spending thereby buffering the effect of the recession.
