Yes, the total failure to either reduce government spending (discressionary spending is running 50% higher than Clinton's rate), or reform the loophole-ridden tax code means that some 1/3 of government's daily spending is with borrowed money.

And, as you correctly point out, that is a 'tax' on the people... is just somewhat down the road.

Otherwise known as a 'shell game'.

When government's massive borrowing begins to crowd out business borrowing, one negative effect of uncontrolled spending will be seen.
