Govn'r LowBeam had a $10 Billion surplus when he took office. It's now a $40 Billion deficit. A $50 Billion swing. That has to be a first.

With that as a comparison, it's clear that suspending JXM meets the criteria for recalling the admin (although I'm suspicious of what really happened).

Perhaps making him stand in the corner for 10 minutes and depriving him of his afternoon Pepsi would have been a better punishment.
