RAND was the source for Dr. Strangelove in the movie of the same name, based on Herman Kahn, the "genius" who happily contemplated megadeath scenarios, in fact coined the term. A suitable place for Rumsfeld and ghoulish scenarios for what is now happening. RAND was created by the military after WWII, the first "think tank", and repository of the widest variety of sick scenarios imaginable, all secret, and all at the service of our country! Or, more accurately at the service of those with access, and those completely lacking in moral compass. Kind of like our beloved president, blowing up small animals as a young boy, graduating to electrocuting the most human beings of any governor, then on to waging worldwide warfare based on various RAND-inspired Rumsfeldian lies.
