Border security would include pollution. A nation wouldn't be allowed to send clouds of muck into other countries.

Who's going to tell Kim Kong Il that he can't pollute the environment any longer??

And who's going to pay for the technological pollution controls which few developing nations can afford??

And who's going to permit the UN "police" or military to come in and execute an international form of search warrant?? It didn't work with Saddam..

But eventually we'll all find ourselves at a point where world government becomes both more necessary, but also inevitable. The global financial markets are going to far to accomplish that now.

But at a minimum, such a global constitution would require the same personal bill of rights that American hold so dear. Use that as a foundation and everything else is negotiable.

But eventually such a government will fight the same battle that the US fought during the civil war.. how do decide exactly how much a federal government should have the right to supercede a state's individual rights.
