I think that was the plan: by the end of 2003, our occupation of Iraq was supposed to require only 30,000 troops, freeing up a force big enough to "do" Iran or Syria right before the election. Bush's approval ratings spike up temporarily, anytime the bombs fall.

But that's not an option now, since it's taking 150,000 to (sort of) hold the ground in Iraq. Oh, I suppose we could scrape up enough to knock over a Grenada or Andorra, but anything bigger than that is beyond our means, now that we are stuck to so many Tar Babies all over the planet.
