No matter how well disciplined our troops are, no matter how clearly our officers understand this dynamic, how can you possibly expect our soldiers to take fire and not fire back? And if there is no way to distinguish or separate combatants from non-combatants, then non-combatants will die, and regularly. How can it possibly play out any other way?
