<This will happen: any time there is a hostile demonstration in contact with Americans, provacateurs will fire on Americans, and try to goad them into firing back. That’s something we cannot do; the price is just to high.> No matter how well disciplined our troops are, no matter how clearly our officers understand this dynamic, how can you possibly expect our soldiers to take fire and not fire back? And if there is no way to distinguish or separate combatants from non-combatants, then non-combatants will die, and regularly. How can it possibly play out any other way?
