no one is suggesting people should be "gambling on terrorist events." Really? Let me tell you how I think this happened. I think the current WH is so extreme, so completely out of line with their sweeping statements that anything in the world that they oppose in any way is potential "terrorism", and these peripheral agencies see that people like Wolfowitz think it is ok to brutally murder pretty much anybody in the world without explanation and call them "a potential terrorist", and this theme has pervaded peripheral agencies like Darpa who come up with these grotesque violations of taxpayer money. The WH then acts like "whoa- how did that happen", when in fact had this been left undetected Wolfowitz and his cronies probably would have been fine with it. In statements over the past two days, Darpa said the idea behind the project was to use a marketplace to assess the probability of events, a concept that has worked with predictions in such matters as commodity prices and elections. Examples of potential events on the Web site included the overthrow of the king of Jordan, a missile strike by North Korea or the assassination of Yasir Arafat. They said they had never been told any details of the $3 million program, which they harshly criticized as ill-conceived and unwarranted.
