Report: 10% of U.S. Tech Jobs May Be Outsourced Offshore

Positive trend, in my view. There's no reason for American companies to pay inflated wages for work that can be done as efficiently elsewhere. The people doing the work won't get American salaries, but they will get very decent wages by the standards of their countries. That provides a real incentive for people in these countries to seek technical education, and controls brain drain by letting people work in western markets without leaving their countries. The wealth also trickles down: these people will spend their money, and much of it will be spent locally.
