The "consensus" of the minorities is far different in usage and meaning than is the "consent" of the minorities. I see now where you are making your egregious error. Is English a second language for you?

Consensus, you see, is NOT a necessary condition for a ruling party. Whereas consent...most certainly IS. Short of Revolution and armed revolt there exists an implied consent. Consensus, however, involves an active decision to form a coalition regarding a platform or position. It is not implied but must be actively negotiated. You may not properly use the two words interchangeably. However, if English is not your first language, then your error is certainly forgivable.
