Both trends were operating during the '90s, and are therefore not incompatible with low unemployment. There is always a danger in shielding the national economy from global trends. Specialization leads to greater overall prosperity. The Administration assumes that the civilian economy will generate its own solutions to the problems you mention, as long as there is incentive to identify and invest in opportunity. Whether that is sufficient will be clear soon enough.....
