So the time factor is the difference in your amusing example. You might as well have said that windsurfing since 2000 has resulted in a falling market. ;-)

The question that really needs to be posed is simply does a VIX falling below 20 mean it must move higher? The answer is absolutely no. But if it does move higher then I can give you chart after chart that shows the direct and immediate relationship between a rising VIX and a falling market or in particular SOX:

Up and down they move in opposite directions.
