France and Russia, off the top of my head. You know, the ones who opposed the war in the first place, then (initially) opposed the lifting of sanctions right after the war was over.

I'm sorry but I find this issue suspect. I know France and Russia was opposed to going to war but if they talked lifting sanctions it was very brief and went know where fast.

Even after Saddam was toppled, it took alot to get the UN to approve lifting sanctions against Iraq. I think you must have misunderstood the situation. Either that, or the proposal to lift them was not made in a very serious vein.
