Just speculating...

Indian troops were in Iraq in the early 1930's (or 40's.. not sure) to "liberate". They were a huge number under the british guidance, fighting the Turkish rule

Quite a few memories of lot's of deaths..

The next elections in India are scheduled for 2004..
Both the current PrimeMinister and the Opposition leader are against sending the troops to iraq.
