Hogwash. The international community did not go into Iraq because the threat did not justify an invasion. Pure and simple -- and they were absolutely right. After the first Gulf war we did everything we could to get a revolt going in Iraq, and when the killing began, we left our "friends" to die. If we had taken responsibility at the time, that would have been the moment to make a case to the UN based on humanitarian concerns -- although it is hardly moral to do everything possible to start a civil war and then cry foul when people start dying in the war you so badly wanted.
