I would just add that the "seeds" do not just have to defence contracts. Absolutely not. The US interstate highway system has contributed ENORMOUSLY to US prosperity. (Although it was "The National Defense Highway System". Preparation for war was used to justify a basically civil highway system.) They can also be projects that identify and solve the causes of wars. The water problem in the Middle East is a good example. Hmmmm...... I don't think the Arabs and Israelis are squabbling over water. the recently disgraced WorldCom. JUST what we need to do. Export WorldCom!
