Based upon all the things mr. bill got caught at, mr. bill was to stupid to put in place a complex scenario of lies that would have not been debunked. The stupidity of mr. bill in understanding the nature of threats to America led to his policies of letting the CIA and FBI and NSA goto pot and devolve to far less capability in his eight years. No real good humint was available or developed. One could not have conceived that mr. bill was that stupid and had allowed such a state of affairs to happen. 9-11 was the wake up call that revealed that sad truth. Using the best intel there was PRESIDENT GEORGE W. BUSH decided hostilities were clearly indicated by the circumstances. And PRESIDENT GEORGE W. BUSH did consult with Congress before introducing United States Armed Forces into hostilities or into situation where imminent involvement in hostilities is clearly indicated by the circumstances, and after every such introduction shall consult regularly with the Congress until United States Armed Forces are no longer engaged in hostilities or have been removed from such situations.
