My definition is the actual chemicals ready to be placed in weapons or shells with the chemicals. A stash of shells might be found. The WMD trailer's demonstrate the had. I believe in the miles of paper the compelling evidence of programs will be obvious. But it is possible that technically sadam had all large quantities of chemicals and biologicals destroyed as he claimed. The weapons would have done no good in preventing his destruction and I have no reason to believe he was to stupid to understand that. In many area his actual stupidity is ambiguous. But the deterrent value of the illusion or bluff was real. If he got away with it and the troops went away they would be recreated in days.
