Senate Endorses Free Trade Pacts

WASHINGTON, July 31 - The Senate voted today to make the city-state of Singapore the first East Asian nation to share a free trade agreement with the United States.

The 66-to-32 vote to endorse the open market accord with Singapore was followed immediately by a second vote to make trade history by approving Chile as the first South American country with free trade status.

The agreements to break down trade barriers with the two nations were generally popular.

Still, some senators said they were voting against them because of provisions allowing more foreign professional workers into the country. They were also not satisfied with worker and environmental protections in the pacts.

The agreements are set to take effect on Jan. 1. Canada, Mexico, Jordan and Israel are the only countries that have free trade relations with the United States.
