The UN gave authority to repel the Iraqi invasion -- and did not give authority to overthrow Saddam. We tried to do that by using Kurds and Shias as our proxies. When Saddam counter-attacked against the Kurds and Shias, we left them to die. We tried unsuccessfully to start a civil war to achieve a purpose we could not achieve at that time through the UN. The Kurds and Shias paid for our mistake.
