Hi Don,

Re: I also suspect there was a fair amount of rabble rousing on the part of the CIA which instigated some of those uprisings in the first place.

This is the typical modus operandi. It is reported that the CIA paid the Northern Alliance warlords over $70 MM cash in order to win their loyalty in autumn of 2001.

is a very interesting interrogatory of the way that the Iraqi military forces apparently laid down their arms in March and April. The conjecture that baksheesh was involved does not seem far fetched to me in the least. An organization like the CIA that turns a blind eye to drug dealing (when done by its allies), engages in coups, assassinations and vast propaganda campaigns could surely manage to buy off a few Baathist officers who were faced with the option of a cash settlement or oblivion.
