That's exactly why preemption is so difficult; because it is so difficult to prove what WOULD have been. ThAT is why America has never done it before; it is a slippery slope. Wolfowitz's argument is ludicrous. If we start attacking everyone that is a potential threat to us, we'd better ALL get into uniform. Nuclear arms are the biggest threat. Should we attack every nation that has them? Granted, I'm up for an attack on France, but the rest...?
