I have a better idea. The US could cede ANWR (on the Alaska-Yukon border) to the UN. The oil would fund the UN.

Any international disputes which can't be solved by peaceful negotiation will be solve this way:

The leaders of the contending countries will be sent to UN headquarters, and stay there till the dispute is resolved. They can live in canvas tents (outhouses outside). Maybe the US marines can donate some past-expiration-date MREs for their meals.

I predict all intractable international problems will be solved in days, this way. In ANWR, the winter temp. is usually 10 to 60 below. In summer, the mosquitoes are so thick, it creates an audible background hum, and the caribou get anemic.
