Because of the same lack of clarity, they also didn't have solid evidence that he had any WMD. When you don't know how deep the water is in a river, the smart/non suicidal person doesn't just jump off the bridge without doing further investigation.

If you know the water is manageable now, but if you wait it may (or may not be) too deep and fast to cross then the smart person crosses the river now rather then waiting.
