Shooting at George
or
Direct misses

I believe the assignment of blame on George Tenet and the CIA and the acceptance of that blame is an important issue. The CIA is a branch of the American government which is highly esteemed, in Canada we often see this phrase in our newspapers "acting on a tip from the CIA, police were able to".
The assignment itself never should have happened if the current US administration was holding the tiller steady. Who was shooting at George and why they were shooting at him are in my mind, very important questions, Hadley's attempt to jump in front of the bullet Clint Eastwood style, while enthusiastic, were not revealing.

Why was the CIA blamed at all, what rationale is behind this assignment of blame ? Who was blamed for what ? Why did someone need to be blamed for things the President said ?
