The authors seem to be on the right track, that the proper people must be in charge to implement changes to desperate situations.Regime change indicated if conditions getting worse and not better.
Getting a few of those now, with Taliban out, Saddam out, Taylor out.
But it wont happen from within a country, without the present wars, and in the end warlords usually end up in charge to start another cycle.
Seems to require outside intervention, if killing and inhumanity is to be controlled / limited.
There should be some historical examples to study, provide clues as to what might work, so should keep funding the study tanks here.
To achieve peace, or at least a working society with some limitations from excesses, will require a world governing body. A judge. Enforcement of decisions and influence And not everybody or country will be happy, and that is guaranteed.
Can we accept some of the Muslim inputs on how to divide up America ? First we kill all the Jews, then we kill everyone who dont accept the Muslim faith. There are going to have a big problem in Utah.
So its not going to work to include religion in the parameters to consider in how a good world organization should function.
To be effective the UN must represent all nations and be considered fair and just in the minds of the majority of the rulers (members). If rogue Nations will not join, so be it - no voice and will have to live with the consequences
Since there will be disagreement and dissention, whatever the UN turns into will need enforcement capability.
Perhaps it could be done economically thru sanctions, which is how its often done now, but still someone must enforce the sanctions, which may require military action. Searches on the high seas, a change in Maritime laws, and inspection of activities inside a country by an international force, and again thats the way the UN is headed.
And since the law changes so slowly, some of the work will be in violation of those laws.
The UN has been a start, a stuttering one with a lot to learn, but still a place of hope.
