The economic pain caused by the disappearance of those jobs would have been less under Clinton. The government would have more money to deal with the problem without the bush tax cuts.
Extended unemployment benefits and aid to the states would have cushioned the blow. We could have afforded to do those things but the bush war and the bush tax cuts took away the money.
